i tried this method it did not work for me :D. I put seeds in small container like you, but it didnt grow, not even 1 of them. so i put them straigt on top of soil result is also not good :( only few grew out. I dont know maby bad seeds? where you from? warm climate zone? Im from |Lithuania. :)

I thought Paulownia seeds need to experience a cold dark spell to simulate winter? Then this would work but you can't assume the seeds you have would have been cool and dark for a while.
