I am currently working as a sys admin with 2.5 years of experience, and I am interested in applying for a DevOps role. Since I am not currently using DevOps tools in my current role, I would like to know if I should be looking for DevOps positions that require 3 years of experience or 1 year of experience ?

You should not look for positions in DevOps and Cloud with zero experience. If you are already working in System Admin you should build small devops projects, gain some quick expereince, may be add some certification under the belt and then start your journey.
