Yes, it does in general. If you are bringing bulk kilo bags of coffee into the port, there is likely other agency paperwork from the Dept of Agriculture. This is for general information and each situation is different depending on many factors including the country of origin.

The logistics company is unable to process all of the needed paperwork and requirements to bring food products into the USA. They handle a small portion during delivery and getting processed - they DO NOT handle the many important and required processes that are the importers responsibility and legal requirement. Great question, Amadeus. First, I'd suggest you consider the issues, complications, consequences and costs of not handling this area correctly. If your product is found to not meet compliance at the port it can be denied entry. You can pay to dispose of the product and pay storage fees along with the potential return shipping. This can be expensive but it's the beginning of further expenses and issues going forward. A vendor that has suffered a refusal will come under special review on future deliveries. This includes extra fees and storage time until port officials can get to your shipment. We do this FDA work for our clients and think we are a tremendous value. Best of luck in your efforts.

Grade C or better on quality and when I checked with the FDA there were no issues with Yemen for raisins. Be sure to verify the quality and 70% of the order must meet the standard. Also, all of the customary safety and FDA/USDA compliance work must be complete for the order and included with paperwork and commercial invoice when required. Obviously, I'm not providing you actionable guidance and this is general information. You will need to confirm all prior to shipping to avoid any Denial of Entry issues at the US port that may result in refusal of entry or disposal.

The administrative requirements are not attractive. My suggestion would be to source the British candy makers that have US distribution and arrange for shipments from their US direct to consumer distributors. The product must meet packaging requirements, manufacturing protocols of the FDA, Customs clearance requirements including notice, and and any applicable tariffs and taxes in this category to contend with depending on the product. The difference in product definitions for chocolate in the UK and US can also present complications. It may be a fun project if you focused on a single manufacturer or limited items. It would require working through the various requirements over time and building distribution for a fun and novel item that could build traction and gain a following.

Thank you for the note. An amount that would appear to be for personal consumption is okay. The border agents are provided agency in reviewing the amount and allowing it to pass. You should have no issue with an amount that an average person would consider okay for personal consumption. No FDA certificate is required in general for personal use.
