Please again read the law of gst, you can not claim IGST by yourself paid on import shipments, you can claim only if it's available in your GSTR2A.

Yes, they devalue. I have imported many electronic items from China and everytime they show less than 50% value. However, the catch is sometimes customs officials open and check and if they believe it is an undervalued product they levy duty. 8 on 10 times I don't pay duty. 2 times paid about 30-45% value as dutym
