If you are in flame mode, I think you only need shatter and don't need crush. Because we will almost always deal crits with our skills like every times every seconds, so the crush crit rate stack will never going up. Vise versa with frost

Bard dps becomes better with the right build i think and it requires a bit of on the spot decisionmaking to make it work

That not what the % number signifies lol. 0 is the amount, the % number is what the 0 = in %. Since some classes can't get crit/combo on gear they get a base of 5%. If you are ice that has combo, and you have 1500 combo that is = lets say 40% combo. Its not 40% of 1500, its 1500 = 40% Combo. So even it says 0 (in stats) he still has X%.
