Thanks!!! You are correct! The instructions didn't mention that the plastic bit holds it down. My instructions show cutting the left over end. That left me with no way to snug it against the frame. That dude with the doctorate in engineering needs to take some cues from you. Make it so a dummy like me can understand. You did just that. Brilliance!

Great! ...and so how do you then get the cable lock on/off the mounting bracket?? This is an apparently equally mysterious process. Bike shop put the new cable on the mount the seat post and now we have no idea how to get the cable on/off the mount

I skipped over this video so many times because of the dumbbell/weight used in the video thumbnail (the image of the dumbbell didn't seem to pertain to the topic that I was trying to understand about the mounting bracket in regards to a bike).
