I know it is not critical to put the resistor at the device as it is unlikely that a thief would cut it. It would however still put it there incase a rat chewed through the wire

Connect the power to smoke detector from an output on the panel will prevent the lockout of the smoke detector

Yes. But the installer manual does not say much about the behavior of the programmable output once the alarm is cleared. Is it just toggled off and on for a second?
