You need to unlock scot user , please search for how to unlock scot user in oracle 21c, you will get some video for it, you can also unlock emp user too, hope this help

Looks like oracle server is not running, please check windows services & try to start service from it , you can also try with other version of oracle like 11g or 19c , I have created video for them
