can i ask why do people use homebrew to install python rather than from the python website?

Homebrew is a package manager, this means that if you install python with it you get some nicer options for managing it in the future. For example, you can easily through homebrew uninstall, or update python. Whereas when you do this method and want to update in the future, you have to manually uninstall (or keep your current version) and install the new one. This leaves you with either 2 separate installs on your machine, or just some extra steps to complete. Personally I use a mac very infrequently, but I've already run into some weird homebrew bugs, so I personally think this method is better, but it's up to you, neither is "wrong".

So since you installed numpy on terminal do you have to install it on vs code ??

Nope, VS Code will use your python install (bottom right corner it will tell you which one it's using). But it only loads the packages you have when you open the editor, so if you install something while VS code is open you need to close it and reopen for the autocompletion to recognize the package.
