I just installed these parts on my 2015 Leon and can confirm that they improve sound insulation. Besides the reduction in engine noise and tire rolling noise, biggest change I discern is the reduction in suspension operating sounds at the front. I didn't expect this kind of change with such small parts. Thank you for sharing this information.

This foam will soak the water and cause corrosion over time. The same as the one in the wheel well (under the plastic).
