A private visa to Russia assumes that a foreign citizen will stay in the Russian Federation through an invitation of a private person, which will be issued on a special form at the Ministry of Internal Affairs at the place of residence of a citizen of the Russian Federation. To receive a private invitation to the Russian Federation, a Russian citizen who has a permanent or temporary registration must personally apply to the Ministry of Internal Affairs with a package of documents.
