The interfacing should only go to the stitching line. Cut the interfacing 1/4 - 5/8 un shorter than the intended hem. No need for extra bulk.-

This method is fine as long as you have enough fabric and the position of the knee-part of the trousers fit to your knee or it doesn't have a defined knee section. If the trousers have a knee section and the length of the leg is to short so much, for many women the knee section is to high on the leg and the contour of the trousers don't fit to your leg. This just looks awful. When you are sewing trousers that's the reason why you don't just make the legs longer at the bottom edge. Instead you either cut the pattern in two pieces at kneehight and insert the missing length there. Or (especially if there is more length missing) you cut it in three pieces in thigh area and lower leg area and add the missing length. In both cases you have to equalice the contour of the leg.
