Ok for 1 thing you don’t want to rush to level 10 because all the event levels get harder the more you level up, you want to focus on mid to high level units and upgrade them you also want to upgrade your defensive platforms as well those to things are key to being a formidable player in the game only advance to the next level when necessary

+SAM ATH BO Definitely. Troops come first. But wih the new system it is hard to gain levels after lvl 5 or 6. I have high 40s attack me with lvl 6 or 7 Abrams while I had lvl 10 Abrams in my mid 30s.
