of course you can. You use minnows as bait. But in some places it's illegal to catch smaller fish and use them as bait. minnows are generally fine i think.

you should add a funnel shape inside or at the window so the fish can not swim back out, easy to do . catch more fish.

Just make sure you check your local laws and regulations regarding fish trapping and sizes. I realise this isn't being made as a way for people to catch fish, but for a survival technique, and that's fine, but if you intend to test it yourself make sure you're permitted to use a static trap like that design, and make sure you know bag limits, minimum catch sizes, or, in the event you're keeping the fish to use as bait, or to eat while camping, know the protected species in your area. Could save yourself a very big fine. Oh, and put the bottle in the bin, or take it with you once you're finished with it.

Just use the bottle, tie a string around the top, a weight halfway down the string and a hook or hook device on the end and bait it with the smaller shad. It's called juggin
