Most independent animators don't have huge budgets to work with, so doing limited animation is often necessary under tight deadlines. But another option is to spend a lot of time polishing an animation cycle of say 30 frames or so of full animation, and then finding ways to combine and layer those cycles on top of other cycles and backgrounds to create lush animated dreamscapes.
