The term for it among leather tailors is foam. You can use Texon, a compressed sheet obtained by crushing and kneading leather, which is available in the market in various thicknesses.

I recently finished a project that required stitching round holes to punched. I actually used my arbor press. It made for quick work and was gentle on the arms and shoulders.
