A great idea.. I just don't understand why everyone makes them removable.. why not just make them to stay in the wagon... Have full ones and empty ones....

If they weren't removable you would need twice as many wagons (not being permanently glued in, also makes them more saleable)

They are for car wheels, so if you have a friendly tyre fitter, he might let you have a few, else you would have to go to a car spares wholesaler who will only sell a box full (400) for about £20, otherwise look to Ebay were then can be had in smaller numbers
