Because theyre most likely creating alot of characters within a limited time frame + not everybody has skills like this, even in professional settings like game studios. They might specialise in creating other types of 3d characters but were hired to create an anime 3d character instead. Also a lack of interest in the whole thing itself from the 3d artists / animators and passion may be one of the reasons why they look like dookie

Because of resources. The models still have to be able to render and be usable in-game. The rendering on these types of artsy models takes a long time, not something your computer or console can do in a split second.

Constraints seem to be a simple chain of "Damped Track" constraints from parent to child bone. If you have chain A-B-C-D, you add a Damped Track constraint to C with a Target of D, and a Damped Track on B with a target to C. Each constraint uses an influence of 0.5. You should be careful when using this because it uses a "bug" in Blender called "cyclic dependency" to fake physics effect. It works for practical purposes, but it is not intended. You will notice that when you press Alt+R on the hair bones, you might need to press it multiple times to get it to reset. If you are using this model for animation, right before you export, it would be best if you use Pose > Animation > Bake Action, and check off Visual Keying + Clear Constraint to ensure that the bug doesn't cause unexpected problems.

I'm not against how to make something in any 3d Software, but for me it doesn't matter what application you are using, the true solution how to make any 3D is to "Practice, Practice, Practice" months or year of Practice, do not expect that you can make anything in 3D right here and there, it depends on the user how long you can take to perfect anything in 3D.

No one actually covers how to start with Nothing and make the face. They all just assume you should know. Where do the lines come from that you contour the face with? Wonderful work, Just really want to know. I have not found a single video that explains this

They're actually extruding vertices (using the Extrude tool on a single vertice in Edit Mode). You can start with a single vertice from adding a Plane and extruding one vertice from it, then you can delete the face (Plane) and you'll be left with a single vertice that you can extrude and then use that to make said contour. (from a college student in 3d game art)
