Thanks, I used this method for many years in HO scale indoors using plaster and newspaper strips over wadded up newspaper. My garden railroad has a 6 foot mountain, cliffs, and water feature using the concrete method. Still good after 3 years.

You're welcome! It seems pretty durable, still looks good after four years. Depends on thickness in areas where it might get stepped on, etc.

can this be exposed to water features or can be used under the water?

+Distant Traveler I have used the same method for a water feature. In that case, I used a couple cans of that "flex-seal" spray. Rust Oleum makes several colors, but then I over-coated with Latex exterior paint. I assume a couple good coats of latex exterior alone would probably be enough for years. in this video, you can see my stream and pond. kzbin.info/www/bejne/np-wpp2niqd4sNk
