Two yards will not be ok for the two sleeves. You know it's the same fabric you are going to use as lining. And you are going to cut it in circles. Don't you want it to be full? Buy like four yards. Instead of running short of fabric, let the fabric remain.

You can buy 4 yards. It all depends on how big or how small you want your flounce to be.

I don't think it needs it. But it's optional. You can actually add it on yours if you like. Mine came out well even without it.
