Yes, if you use only these flours. Just don't fry it in soya sauce (it contains gluten)

It's better to use a mixture of rice flour, potato starch or tapioca starch. Using only rice flour, the noodle will not be elastic and will break.

I wouldn't use all corn starch but perhaps 10-20%? Are you not able to find rice flour?
