I was wondering if I can add little detergent powder into bar soap since I can not get Borax... Is it safe to do so ?? I noticed powder detergent has most of the ingredients needed for the production of bar soap

I haven't tried that method before, I don't think it is safe too, but all the same you can try it you might end up with a great results.

Yes dear it is not really necessary, your soap will still foam very well without the sulphonic acid.
