But that only works if your hole is the same size as the pvc pipe comes in.

There are many sizes of PVC pipes, a plumber knows how to vary those diameters, and best of all, a PVC pipe is the cheapest thing one might find hanging around, but it doesn't have to be made with PVC. Any material can do, as long as you can make very small teeth along its edge. It would help if the edge is thinned into a cuting edge, but the small teeth is the main feature, as far as I understand. PVC and copper can be formed to other diameters using heat and a proper mold. You'll find some videos on that in this channel.
