Does it make a difference if I use regular chilli powder over gochugaru?

It will make some difference and if you were making kimchi I would say that it absolutely is important that you use Korean gochugaru but for bulgogi, I think you could maybe get away using regular chili powder as there's also gochujang. Hope that helps!
