this is nice but 12 volts battery wouldn't fall under 11 volts, otherwise it's broken.

This is a battery wasting design, because the LEDs will all light up and drain the battery. And 4 LEDs around 10mA is 40mA/H that you initially just waste. But it’s a great academic teaching video though.

The LEDs only respond to voltage levels, regardless of the voltage source. This is not a circuit for charging. It is actually a discharging circuit. As such, a switch should be added to use it for only checking the battery level to protect lithium batteries from discharging too much, unless a charging circuit is constantly being used.

if the 12v battery is on 6v it is very bad,... can you do one real useful circuit where 10v is very low for example

This is a simple voltage divider. Great way to introduce voltage dividers. Terrible circuit for battery powered devices. It will kill the battery very quickly.
