Interesting idea, but I think, that you still need to add a lipo/li-ion charger + protection circuits for that battery. At the current state, that lipo will quickly die. That solar panel generates 6V, but the max voltage for lipo battery is 4,2V or 4,35V (high voltage version). When my charger broke, my lipo was charged up to around 4,7V and badly inflate. The battery nearly doubled the size and lost around 40% capacity - and that was only 1 cycle.

btw it's not a charging controller, the battery is getting charged continuously and when the battery is not getting charged then only it is glowing the bulb. So it's not controlling the charge it's controlling the output when it is not charging.

Runtime depends upon the amp of battery and the output taken out from the circuit here it's 60 mAh battery and 60 ma LED hence it will run max one hour.

It's general lithium 3.7-4.2 volt cell of bluetooth earphone for testing purposes but you may use bigger battery like old mobile cell or 3 rechargeable AA pencil cell,this circuit will work till 6 volt and for that you'll have to use 9volt panel 6volt battery and a pair of led or any load of 6 volt type electronic devices.At the output section you'll connect the LED of three volt for sure👍
