You have to use the tickingarea command for any command block creation to keep it loaded. Also, if it's not working, you're doing something wrong.

BrownCoat67. I have a problem which I would be very grateful if you could help me solve. When I hit an entity it doesn’t do the lightning and knock back thing. Then when I drop the axe, it both hits them with lightning and strikes them back. I tested it before and it worked. I just came back today and found that it isn’t working properly?

That happened to me too. however, if you replace @a[tag=Thunder] with your username, it should work, but only for yourself
