Is it possible to create a reel that has about 100 pictures all at the same length? Like 1 second without having to adjust the length of every single photo??

Not in Instagram because you can only add 50 photos at a time but you might be able in CapCut

Im getting a message once I click on the Plus tab that says: allow instagram to access your camera and microphone.... then OPEN SETTINGS which just lists items about the phone and not instagram.. won't go anywhere so I can't get to the Music note to add music and photos...???what am I doing wrong?
