How to outline text in Gimp 2.10

Ctrl + shift + j places the image in the centre of the window. Make the text layer the same size as the image if you are going to hammer a massive outline to the text. Nice gradient outline!

Hmmm, "Alpha to selection" does nothing--the text does not have the marching ants after doing that. Consequently nothing works after that. Help?
