Use the least amount of turns. Or do a -1 point per road needed, but plus 3 per house, plus 5 per city and plus 2 per knight, -1 per knight used, victory points are unaffected by these changes, but if you want these points to be the victory points, okay

You start by building roads. Player 1 would get an advantage if they got all the dice on the first turn, so they get a bit of a handicap by only rolling 3 dice.

What is the purpose of building the settlements and cities in “any order” if they’re all worth the same amount of points?

It's just a distinction from the Island One rules, where settlements and cities had to be built in ascending order. The main distinction would be the third city along the road. On Island One, you would need to build road branches to the first two cities before you could build city 3. In this version, you could try and build roads straight to city 3 and build it. Likewise, you can build Knights in any order, so you can aim for a specific resource joker. This is offset by needing two knights for the wild card jokers.

We cant figure out if we score the longest army/road to get up to ten points, or if we get to 10 points then score the army/road...?

Win condition is 10 points. If you have 8 points from the boxes crossed out, but you also have the longest road, then that's 10 total and you win.

He already did all the popular board games so when time goes on he does more less well know board games hence why does he cover so many dice games. Because dice games are easy to mass produce and usually not well known.
