Many years ago, I was taught to play this song with a pick. You can still pluck/pinch the other strings. Gives it more punch, I think. Anyway, thanks for refreshing my memory!

if it's D OVER F# why is the F# ON THE BOTTOM? shouldn't it be F# OVER D?

The note that is over the chord is always the note on the bottom (in the bass). D over F# written as D/F# has F# as the lowest note. F# over D written as F#/D has D as the lowest note.. The letter after the slash in a slash chord is always the note that is in the bass.
