I dont believe you're using Builder's Hall correctly. I'll have to check the rules again, but I believe youre supposed to place your agent on the actual Builder's Hall space, then you place an empty (no agents occupying) advanced building in one of the empty building spaces around the map. This means only one player can build a building each round (unless a quest or other building allows 2 agents on one spot).

The agent should be assigned TO Builder's Hall, not the building you're purchasing. This makes for usually only 1 player building per round.(unless other effects allow you to use an opponents occupied space)
