I started doing this because someone mentioned it would be a good way to start the PS5 in safe mode if you're having problems getting it to display on your TV. But if I have to enable it on the PS5 first... Oh boy I'm outta luck

Yeah , but bloody PS5 controllers are not supported yet. Come on Playstation, PS5 has been out for ages now and you still haven't got it working as I tried a few days ago with my Galaxy A12 and it won't play PS5 while also using a PS5 controller. It says not compatible with this device.
