Looks like you're reading that from Zot's card; you've basically got the gist of it! First, you'll choose your target/s (up to 2 Foes that are 4 hexes away or less), then determine your damage. The Foes that are damaged by Zot's Duplicated Force Bolt also take the Harm effect of 'Push 2'.
