My Account is added in MI Unlock Status okay after logging out and back in but when I get to fastboot and try to unlock my device I get the message "Please add your account in MIUI's Settings > Developer options > Mi Unlock status.", it was added successfully? The fix was updating the MI utility through about page, waiting 168 hours :)

But after activating, can the device be used with another Mi account or must the original Mi account always be present/used? (For example if you sell/give away the device, must the original Mi account also be provided or can the next user use another Mi account?).

Yes the account is just for verification purpose and xiaomi doesn't want users to move from miui to other customs so they require just to verify and after unlock its just useless unless you give it purpose or just dispose.
