i never understood the positioning of notables on large clusters. for example, i'm interested in two specific notables that should be in the front. let's say both are prefixes. with some suffix notable they will both be in the front and with others one will be in the back. so it's not prefix/suffix that determines where they are and as far as i can tell, it's also not alphabetical order. pob seems to know how this works, but i can't make sense of it.

It's based on a hidden "ID" for each. The order is presented on poedb (top to bottom) and PoB also knows it, but you're correct that it does not follow any logical patterns.
