Sir, giving link to the anchor tag Agra is completely search engine oriented. With this link, we aren't giving any value to the user. Users who will come to the page will not suppose to know about the place or city, they just intend to know about the service they are looking for. And Google also tells that, we should create user oriented content. But this link practice is solely for google bot. What is your opinion on this?

Are you using different keywords on same landing page or different landing page? It depends on your product ideally. There are some companies that offer combination of 2 courses. In that case you can use these 2 different keywords on same page. If these are different then you can target different keywords in different pages. In both the cases you can rank.

@@newaz_from2004 Sir with due respect I want to say that since the businesses are near my house I visited personally they are small shop owner didn't know about SEO or Local SEO, still they are ranking on 1st three positions for near me query, I checked from several locations, by the way FYI the category is florist. 6th month is running without doing anything they are on top, no post, no reviews, no images.

This is one of the factors, not only factor. You have to have good GMB on-page also and get the GMB ranking as well. When your landing page ranks, it will pass the link juice to the GMB also.

There are few reasons for this: 1) There will be to many landing pages on your website which might not be used. 2) You can link only 1 website landing page to GMB profile. 3) As we go hyperlocal, there might be and might not be much searches. Usually it is not there. If you are aiming for multiple GMB listing in hyperlocal markets then go for it. But make sure people search for it.
