Yes you can cancel the last application right on time, however I can’t guarantee they would be a refund for the already paid application fee. It is best to start afresh than having mistakes especially on Name or date as it takes a long process to correct.

Regardless of the expiration date you still need a new passport anyways. What I recommend is for you to apply as soon as you can. Select replace existing and state expired as the reason.
