When starting, does the fan start then stop? I didn't hear it start. Thank you!

As power ON cooling Fan will rotate slow speed & get Off immediately & then when inside Heatsink temperature increases Fan will start rotating & as the inside temperature increases Fan speed also increases. More heat more speed to cool down the unit.
