The problem is I think as far as I know only Apple can reprogram to show that but with that being said now that doesn’t mean that the battery is (not original) now he can make it show the cycles but he would have to put the older battery chip in it but the problem now would be that it would still show that old battery health on a new battery which is not accurate.
