The position of the axle when the bolts are tightened should be the same as when the vehicle is on the ground. To achieve this, the suspension arm can be jacked up until the weight of the car is taken by the spring and it lifts the car off the axle stand. By tightening the bolts at this point, the rubber in the mountings will start in a relaxed position until the vehicle goes over a bump, and will then flex/twist within it's limits. If you bolt it tight with the suspension dropped, when you lower the car, the rubber bush will twist, then when you go over a bump, twist even further and the mount will split/wear very quickly.

You must never grease the bolts. This is very dangerous and result in overtighterning of the bolt and could lead to premature failure of the bolt.
