No not possible, if the pcb was made for micro usb then changing the port easily like this won't be possible, and it won't change the charging speeds even if it was possible

The usb c Port in this case is just a physical Standard. If you Look at the Specification of usb c you can See that it is compatible with usb 2 which is used by Micro usb. So you get the physical usb c Port but none of the Features usb c Provides when it is attached to a usb 3 /gen 2 Controller which is actually responsible for All the goodness you know and love from usb c with usb 3 and upwards.

"Oil" is called flux and that flat wire is called solder wig

Flux (you can get it as grease or as a fluid) helps the solder "glide" into the right place and the solder wig is just many woven/interlaced copper cables that suck up old solder to make the contacts fresh
