Even a small improvement to Ganon's grounded run speed would be terrifying. It would enable him to make better use of his grab and tilt attacks, as well as allowing him to actually approach the opponent more often. Rather than being forced to wait for an opening or a mistake on the opponent's part, he could push himself into attack range more effectively and get out of the way if things start looking iffy. Combining this with the sword-like range most of his moves already have, Gannon could poke at his opponent more safely even if his moves' frame data isn't affected at all. It follows that his short-hop aerials would also be enhanced to a potentially significant degree, depending on his ground speed. Running even slightly faster than he already can would open up a larger window of opportunities to catch his opponent's landings with up-air, fair, nair, and bair. Ledge trapping would be affected as well, given how Ganon would be allowed to make better use of his tilts, grabs, and short-hops; a slightly better ground speed alone would improve his positioning options and ground coverage, to the point that some whiffed smash attacks could be situationally safe options. As for neutral, I've already mentioned Ganon's theoretically better poking game, so lets look at his platform movement now. Increasing his run speed would allow him to better avoid sharking (getting attacked from below a platform he's standing on) and, as was mentioned before, he could catch landings with attacks of his own. While he does have true 2hit attack strings (mostly involving dash attack) Ganon doesn't really have full combos; an increased ground speed wouldn't change this all that much, as far as I can tell, but it might give him different aggressive options when he lands a stray hit. I will finish this lecture by saying this: the above points only truly apply to a SLIGHT increase in Ganon's run speed. If we were to discuss giving him a BROKEN speed enhancement (like making him as fast as Sonic) all of the above points would be far more extreme. TL;DR: Giving Ganondorf a broken run speed (without changing anything else) would make him better than most of the DLC, even with how slow most of his moves themselves are.
