you can run programs directly from Command prompt but you have to open the .py file first on another Environment then choose" open only once" and repeat the file execution with the same command from earlier. and if your opening the file with python to prevent it from closing right after type an input variable to stop the script

What’s the difference between regular python shell and the IDLE?

The shell is plain Python. As soon as you press enter, it'll execute it. So you can't really make programs with it. The IDLE is similar but if you press Ctrl + N it'll make a new file. In the file, you can edit code and execute it whenever you want.
