Nope, in the video he stated that you can use promo diamond to draw on the event but not for the 50% discount(only regular price is applied which is 100 diamonds) and you cannot combine them to do a 10x draw. Long in short you can use them for 1x draw for consuming 100 promo diamonds each

I used up my promo dias on both Atomic skins. I only spent 1,500 recharge on april 22. Got a total of 20 tokens and extra promo dias. Spend all the tokens first, then used promo dias for single draw 10 times then used 500 dias for x10 draw once. All in all it took 40 draws. I got a popol basic skin, belerick special skin, 1 emote and of course 816 moonlit crest! So i immediately bought hanabi skin, no questions ask and completed the Allstar team. Considering what i got, it was cheap. All you need to do is calculate, visualize and strategize.🤩
