En fait, "c'est juste moi" veut dire "it's me", mais "il n'y a que moi" veut dire "I am the only one here", alors ce n'est pas la même chose.

Dans le français louisianais nous-autres, on utilise 'seulement' et 'juste' pour exprimer 'only'. Uniquement n'est pas dans notre vocabulaire.

If you shorten the sentence as you did, then it's the same, but when you say the whole sentence then the place of the Que determines where the restriction is.

No, as riquiqui means "very small". You need to say something like "je parle un peu français" (you don't even need the "only" in there).
