Never scrape without protection, mask, proper ventilation, etc. Older popcorn may have asbestos .

It won't be clean if a glossy paint was used, because it inhibits moisture absorption. You can try a sanding screen and may want to wear a cheap plastic coverall and exhaust fan in the window.

You have 2 options. Either to sand it down(make sure to wear the right ppe) other option is to mud over it using 2compounds. 1st compound will be “45(minutes)” and then over that using a sheetrock mud for finish and sanding. Alot more work, not expensive just labor intensive.

You might have to approach it different, by mudding over the plaster if it cant scrape off.
