I tried local and found that I was paying an average of $37 per click, which I felt was very high. Was there a way to bid on how much you will pay per click?

Hey, yep - if you're using manual bidding you can set a max CPC. Although if your CPC was too high, $37 for example, you were probably targeting keywords that are too competitive for your budget/industry. I would tighten up the ad group and targeting before going into manual bidding.
