After using regular thread for the initial gathering, would it be possible to switch to elastic thread and sew the decorative stitches and maybe some straight lines along the basting stitches, then remove the basting stitches, to end up with a smocked panel that stretches?

Wonderful, as usual. If you're going to do a lot of smocking (for new babies, small children, heirloom doll clothes, or yourself), I recommend a smocking pleater. The cost varies with machine manufacturers, and size of the machine. Talk to a reputable dealer about what's best for your needs. Grace Knot's company manufactured iron-on dots in two colors (yellow and blue) to hand pick up pleats. Called "Knott's Dots", they are not always compatible with smocking plates which cost about $4 - $5 each. Ask the shop dealer before purchasing plates if the plate you want is machine compatible or not. I personally love smocking for babies and doll clothes. The SAGA (Smocking Arts Guild of America) is a good resource for additional information and help with projects.

If you break a thread, do you have to start all over? Looks like at least one thread broke.

Are you talking about the basting threads? I didn't have any breakage, but you just want to make sure you don't pull too hard when gathering. If you have a lot of basting threads and one breaks but the gather still holds for the most part, you're probably fine with continuing without having to start over.

you mean after she cut the pattern ? i guess that part just will be sew on the edges when all the pieces get attached together

yes, once the side seams are sewn, that should lock your stitches in place
