Plats are unfortunately locked to accounts But if a game has a separate account (like minecraft for example with its Microsoft account) then you can transfer that account to the new console with the different account

Yes, you can. But remember, that the different region who is playing games from your account will have in-game language from your region.

It's just games you own. My friend has the basic psn and I have the third tier. He could download but not play those without upgrading his psn tier or buying the game.
